The way I understood it the 70% applies to the cost of production - gross margins. The operational costs - come after that and include auditors, attorneys and (I guess) some or most salaries. Otherwise it would be called Net Profit Margins, I think. Over time I would expect the 70 to go up.

If the reality is that 70% applies to ALL costs then for sure the numbers - especially with initial revenues - would be a lot higher. see https://www.investopedia.com/articles/fundamental/04/042804.asp
