Not worth their time due to illiquidity. Most hedge funds manage billions of dollars. They are trading securities in the millions to hundreds of millions of dollars. They aren't going to waist their time shorting OTC penny stocks for a few grand.

So if they can trade penny stocks why wouldnt they short the crap out of every one as they have the fund to crash them all?
