I would say 100%.

Even if Senate had voted against today (a lot of senators were travelling on committees) it would only have been delayed.

This government is all in. If it doesn’t pass they go into an election campaign in 2019 with a major election campaign promise unfulfilled. I think it would be fatal for them.
