If the letter states VirTra specifically and is on State Dept. stationary and is signed by the Procurement Officer or the Sec'y of State, they can't take it back. The fallout of incompetence would be picked up by the media in some fashion and heads would roll. If in fact there are three awards for the same thing it will be covered up. The only downside I see is that 15M of the 40M contract could be eaten up by this snafu. JMO
