That we (USA) paid for. It seems possible that any awards to foreign entities, such as the 1.38M one a while back, is coming out of the State Dept contract and we are giving them away. I think I posted that previously, but I wasn't sure, now I am. Might be good for VTSI, not good for our country. Pakistan is not our friend. Might as well give them to the Taliban.
