It is grammatically correct for English speakers to use the simple present, or present continuous, verb tense to talk about the future in some contexts. For example, my brother arrives, or is arriving, tonight by train. Or, I am excited about picking my brother up at the train station tonight. I don’t think Chris meant to say he has read the manuscript.
