WWEN isn't a very good example, look where it trades now with a daily average of 19 trades. The run was during high oil prices when the hype over ruled valuations, and as you can see, was not sustained. 56 million shares is plenty, and at the current market cap, a PPS of .12 is totally justified. There is a good reason it keeps gravitating to this level and will stay here without a significant reason to move ie: the sale of a property for profit or the settlement, neither of which is expected in the immediate future IMO.
The stockwire.com paid profile suggests to me that CBAY isn't finished selling shares. If you read their disclaimer, you'll see they are paid in cash or unrestricted stock. As far as I know, giving away shares is not considered part of a buyback.
