Read the ballot, dose it not seem a bit troubling and vague, a rabbit hole of sorts. I think the problems created by this ballot will out weight the "solutions" it tries to provide. The State will essentially become handcuffed with EVERY project that requires a shovel.

On the outside chance the initiative actually makes it to the the ballot it will not be in the form it is today.

Alaska's Constitution requires resource allocation be left to the Legislature, as written the initiative is
unconstitutional. Oral Arguments in the case are now set for April 26 before the states Supreme Court.
Even if the initiative wins at the Supreme Court, a long list of resource development, unions, trade groups, the Alaska Native Claims Settlement Act Regional Association as well as the Alaska Chamber have formed an opposition group called Stand for Alaska. A more likely scenario will be a change in Title 16. Title 16 directs the Fish and Game commissioner to issue a development permit as long as a project provides “proper protection of fish and game.” That simple sentence is at the heart of the issue. IMO I think that Title 16 will be amended long before the S.I. becomes law.
