Another PDAC "NEXT" video just posted on youtube.

Dr, Brent does say they do have "offtakes" spoken for already (near end of interview; I know one is large Euro company, other Posco-Samsung South Korea?), just waiting on the financing (and according to that other interview, permit as well).
