Am I interpreting this pre-proxy info right?
Table on page 48
CCEL/the Portnoys have 12.6%
Red Oak/Sandberg has 30%
and they do not mention

in which the California buyers disclose they own 30%
(Based upon 1,272,066,146 shares of Common Stock issued and outstanding as of November 3, 2017, as reported by the Issuer in its most recent Quarterly Report on Form 10-Q for the quarter ended September 30, 2017, filed with the SEC on November 13, 2017.)

So Red Oak/Sandberg + the California people = 60%
Even if CCEL voted no, its still passing, right?
