Read their PR! That is their goal, not a cost that they know can be achieved. The actual fact is that they do not know their costs now. They cannot know future costs as they have no productions units that can be scaled up, or knowledge of how far the demo unit can be scaled, if at all. What is the cost to scale up, etc. etc. etc.
The big problem is that they are starting over with a new technology for them and it is nothing like what they have advertised themselves to be. They are looking at amorphous Silicon as a substrate.

Due to the low cost of a-Si solar cells, many hydrogen pioneers have attempted to use them in solar hydrogen systems, but have failed in achieving long-term stability in standalone solar powered water-splitting devices.

And that quote is then followed by a form of "but we believe we can...."

Bottom line is that they have no idea (other than belief) if this new direction can even succeed, let alone be scaled up to some sort of production scale. Putting a cost on the $/Kg cost of H2 in this scenario is totally meaningless and thus goals for arriving at costs are absurdly premature. They are put out there in PR to sell Convertible Notes because they need the money.
