That is probably happening, indirectly.

Iceland is very popular for bitcoin mining because they have cheap electricity, and (formerly) had plenty of excess supply. Their cold climate also helps reduce the need to cool the data centers.

Already, Iceland is using more electricity for bitcoin mining than it is for residences. And demand for electricity from all the new bitcoin mining centers planned are expected to be greater than supply. In order to reduce demand, the Government is talking about taxing bitcoin miners. That would not only reduce demand but bring in some nice revenue for the country.
