Yes. VGTL has 1.2B shares OS now in which since 02/13/2018 alone 128,930,281 shares were diluted at 0.0002 ~ 0.000197! If we don't clear out all the 0.0003s to trigger the bounce then it will crash back to last year's low 0.0001 again...
