The way they're set up now is for a big light footprint, because they want to cover as many plants as possible, but light intensity is suffering, due to how far away they're hanging the lights.
All they really need to do is hang about twice as many lights as they have now and they would be fine. Or they could reduce the number of plants and lower the lights. Either way would give more intensity to the available plants. Better to grow half the number of successfully fruiting plants than wind up with twice the number that just gives you trim.
