In my opinion there are 2 primary issues impacting the amicable distribution of funds and technology in the wireless sector.

1- Greed and the desire to maintain margins without regard for margins at companies providing an essential product or service being utilized by a non licensing company.

2- The fact that IPR can be used now and maybe pay later mentality.

If the folks would simply build in their payment commitments before using someone else's IPR, a ot of what happens in the wireless industry could be put to rest. A mentality of license first permeating the industry would negate the need and desire for others to play unfairly.
