Because usually non-reporting OTC stocks (such as AFTC and RGDXQ etc.) never diluted a single share after they became "Dark". For example, AFTC never diluted a single share since 2010 which means Zero Dilution for Eight Years. But VGTL has always been diluting the outstanding shares after it became "Dark" in the later of 2015 so that its OS has been dramatically increased from Meager 27,075,203 shares on 02/09/2015 to the current over 1B shares. Especially the most recent dilutions are in a very heavy pace since VGTL hits 0.0007 again on 02/13/2018 after the company filed the Key Form 15-12G in the same day!
