Increasing or decreasing the AS with SOS in Nevada is some quick paperwork and a filing fee. Besides, he could RS (which only effects issued and promised shares, not AS) and have plenty of room for dilution. His 2B AS remains 2B post RS. So a 1:20 RS would reduce the fully diluted OS by 95%, from 1.6B to 80M overnight. AS stays at 2B.
