Funding is always available, but not at the best terms. If banks and financing syndicates required a firm to have a PPS on a major exchange in order to fund a company, then a majority of American businesses could never operate. I think you are simply mistaken. Lines of credit facilities are available froma multiple of sources and the company's financials, its progress to its business plans, its financial and sales outlooks, and a host of other factors are factored into a decision to fund or loan. The PPS (assuming the company is publically traded) is only one of many factors.

Obviously you have not worked in a Finance function at a company before, or you would realize this simple fact.
