Contracts can take months to execute. My job revolves on contracts and they can stretch due to the immense requirements from both sides of the party as they are put in writing and reviewed by party lawyers. I believe agreements have been established before CES.

The key to ANDI is patience. If you read between the lines, you know that they have agreements. Otherwise, they would not state that phones will be available Mid/Late 2018.
