Not entirely true. I'm in a penny stock for a gamble/flip trade and the company's CEO is very active on twitter and the stock has moved on his tweets. Searching the hashtag of the trading symbol brings up dozens of individuals retweeting or commenting on the stock's movements each day. Penny stocks are in a different world, certainly, where even mere becoming-current financials can triple a stock overnight even if the company has no operations. But there are a lot of retail investors, not institutions, that have started using social media as an information tool.
