When the stock has a sell order placed on it the shares can not be loaned out for shorting. This prevents your broker from loaning them out (at a cost they profit from) to traders looking to short the stock.
If you do not do this you are shooting yourself in both feet as your shares your broker is holding for you are used against your position.
