IPIX fits the criteria of a 'Bagholder Stock'.

Most all investors in IPIX are underwater, and many quite deeply, for quite a long time.
They are too Deep to sell and get out, and are Hoping for that KA-BOOM day (if it ever comes) to just break even (outwardly hoping (Dreaming) to hit the 'Buyout Jackpot').

True to form of a Bagholder Stock, the stock promises of Significant News that will raise the value never come, and if they do, it's for a couple of sessions, then resumes it's downward level that cements the 'BagHolder' in the head-lock they can't escape unless they choose to lose 50-90% of their investment.
The steadily depreciating valuation is constantly looking for new investors to jump into the hole in a effort to 'Help Raise the Boat', with the well used mantra of:

1. It's Just Around the Corner.
2. Great Buying Opportunity
3. Loading The Boat on the Dip
4. Great Opportunity to Average Down

The reality is watching the insiders, who mandate to themselves huge bonuses for accomplishing nothing but further losses to the 'Bag Holders', and enriching themselves off of the long suffering investors.
Management will always pocket the cash into 'Hip National Back' instead of using funds to Buy-Back their own stock. That's the proverbial 'Cherry on the Cake' of a 'BagHolder Stock'.

Looks like today might be another 'Buying Opportunity'.
