I think you're on to something. Couple issues I'm just not sure about:

1) how are they are going to wear the ice pack discreetly?

2) How are they supposed to get refills? Maybe stopping into a grocery store or gas station to get ice? That may be a tad inconvenient but hey, it could work.

Hey, I just thought about a way for this to work----dry ice. They can strap on a big ol' block of dry ice for the 8 hour day and commute home. That may just work. GREAT IDEA.
