If you didn't talk to Scott or Lily at FINRA, then whoever told you that was wrong. I have their personal numbers, can you give me the name of who you spoke with, I'll happily confirm for you/anyone else.

You cannot short stock from company A, and replace it with shares from Company B. Thats like me shorting Apple and then replacing those shares with shares from Microsoft.
