If you don't like the MJ laws and its impact on OWCP get mad at congress for keeping the MJ laws on the books. They are the oned who should change the laws.
Personally, I believe they are unconstitutional. If MJ is grown in a state, used in a state, and never crossss a state border, federal laws have no jurisdiction or say so. They only have a right to regulate that which crosses a border, and the cobstitution probibits taxation on trade between the states.
All federal laws dictating drug use inside a states borders are unconstitutional. Only importation into a state us the federal governments cobstitutionsl authority. This limit on federal government power has been ignored for so long though that nobody seems to care. Its tricky politicslly because the same excessive federal control over drugs also applies to guns and pretty much every fexeral intrusion of Federal intrusion on states rights.
