I think a good starting point for anyone's research into the judicial panel should start with WiFi.
There were a full complement of judges- 13 of them- sitting for this once and only four supported the dissent written by (I believe) Hughes.
The other dissenters were Dyk, Lowrie and Bryan.
The majority opinion was written by Reyna with a separate supporting opinion written by (I believe) O"Malley. So nine pro Wiki and four dissent.
(Note that Mayer was not on the bench for this one)
While this doesn't insure that the nine would all be positive names to see on the Worlds panel, it does tell me me we need to avoid all (or at least three) of the four dissenters (and Mayer). Again, not a magic wand, but a good place to start.
I hope to dig more into the backgrounds and opinions of the WiFi majority in the next week or so.
