You seem to be implying that the Army tested shootpacks and liked what they saw, so they awarded the 2nd phase of the contract. If so, then that is incorrect.

The original delivery date for shootpacks was 21 Jun 2017. When they didn't received the shootpacks in time, the Army was gracious enough to extend the deadline to 31 Dec 2017. KBLB managed to miss that deadline as well.

In lieu of the shootpacks, KBLB sent the Army raw fiber. To date, that is all that the Army has received. The Army tested that and then awarded the 2nd phase of the contract. So we can assume that the Army at least likes the thread / fiber that they received enough to continue on with the process.
