It looks like a vending permit may not be required if they are strictly vending non-food, non-water, non-tobacco products. If they want to sell infused water there are a bunch of additional tests and certifications that need to be performed first.

But it still looks like they should get a CA vendors permit just to make sure they don't run afoul of the law or tax requirements.
