Any delay would meet with significant howling from the majority of the population and significant lobbying by the Cannabis businesses in Cananda. It would make the Jeff Sessions silliness pale into insignificance. Best conservatives could muster is probably a couple months if they can convince the senate that the delay would significantly improve the roll-out of the legislation vs the harm to business the delay would cause. That's my humble opinion.
