Look, I would not even attempt to tell you what goes on in Arizona (or the city in Arizona where you reside). So, please, don't browse a NY Times article and try and tell me what happened.

City managers and the Mayor of Flint proposed a change from Detroit supplying water to Flint to the Karegnondi Water Authority. It would take 3 years for the transition to be completed.

However, Detroit (another bastion of Democratic control, with its own set of financial problems) became miffed at the loss of revenue and notified Flint that they would cut off Flint's water supply.

Flint was then left to come up with a plan to provide water to the city, until the Karegnondi Water Authority could make the transition. Again, city managers voted to use water from the Flint River.

Of course Snyder was included in the lawsuit. Ultimately, he was held responsible for the connivance of Flint City officials and state appointed water quality individuals.
