I believe the transition to the new 2018 regulations slowed things down and changed the decision calculus. They said themselves that the new landscape has changed their thinking. Probably the sq footage limitations and licensing cost.

SIGO has been very clear about the order of things:

1) Get licenses squared away
2) Expand


I also believe SIGO has intentionally stopped marketing their operations once the new regulations came out Nov 16 to avoid any muddying of waters while they work through the approval process.

I believe many things will be revealed following license approval.
