Look into control panel, under the 'p's, power options, personalization and such. Some of these have power options as well.
You may be going into the bios anyhow, because I think there's a setting there like 'wake on lan' which has something to do with modems.
Sometimes a power outage or spike you weren't even aware of can set some things back to a default profile. This is almost hard wired into windows to allow you to boot from crashes.
