The FINRA announcement came on a friday. The ex-date was a tuesday. Which means we had a full day to buy the stock before the ex-date.

But I noticed something on FINRA's list recently where the ex-date was the next day. So there was no time. And I think it was announced after market close. So there is no opportunity in this case.

This is rather important.
