And I have experience with contracts where the Prime performed NONE of the work, and the subs performed ALL of the work. Just because you haven't seen it does not mean it doesn't exist. DAU even explains it in their definitions. It's a real thing, and it happens ALL THE TIME. BVTK can win the contract as the Prime, and the sub/subs perform ALL the work. BVTK, as the Prime, would also receive part of the money paid on the contract in this instance.
And yes, it would be included in the solicitation, so BVTK would know if they should even bid on the work in the first place, if they are going to use 100% subs...
It's not 'brokering'... it's the Prime submitting a proposal for work, and the work is performed 100% by the subs that are part of the 'team'... sometimes the actual work breakdown (% of work performed by prime and/or each sub) is required when the proposal is submitted, sometimes it isn't.
