This would all be addressed in the solicitation documents well before a contract was issued, however in the past 32 years I have NEVER seen a construction contract, including IDIQ and MATOC, issued for a straight pass thru arrangement. NOT ONE.

Even under a mentor protégée or joint venture arrangement each of the parties acting as the prime awardee must perform SOME of the work.

I think you’re referring to brokering, which is a different thing all together.
