If you have the experience, I'm surprised you don't know that a company does NOT always have to perform ANY of the work, thus the question about if it was cut and paste, or experience...
Some contracts say the prime has to perform a certain percentage of the work, but not all contracts say that.
BVTK can have a sub perform the work, depending on the contract.

From DAU.mil... the government aquisition university website:
"Subcontracting occurs when a Government prime contractor awards a contract to another company (the subcontractor) to perform part or all of the prime contractor’s obligations under its contract with the Government. It includes situations where a supplier, distributor, vendor, or firm furnishes supplies or services to another subcontractor."
