Commissioner O'Reilly has written quite a few blogs about the need to establish 'real' timelines, written about that often in the years he has been there, but scant little changes. Appears they have to empty out the file cabinets now and then, or sort of like the last sequence of the movie 'Raider's of the Lost Arc', except the FCC doesn't have that large of a warehouse or a roller cart.
