He wasn't entirely clear about what he meant, but I think the idea was that if legal pot succeeds in individual states first--that it, if it doesn't create serious new problems, and if it brings in considerable tax revenues--many of the anti-marijuana people will eventually drop their opposition.
Nonsense, he enjoys his near monopoly on the legal weed taxes being generated and doesn't want to compete with other states for the gold rush that's going on now in his state.
If states are upset with Federal Law then they should direct their reps in Congress to change those laws instead of hoping the King continues to just ignore a subset of Federal Law.
I'm against Sessions decision yesterday but it shouldn't fall upon the Attorney General of the United States to pick and choose which laws he feels like enforcing this week. That's what Banana Republics do.
