That's another story. There're some delinquent filers that have been delinquent for more than 10 years, and still haven't been dealt with. The system needs to change; it should be automatic.

For OTC issuers. The SEC has only suspended an exchange-listed stock once that I know of, and it was about to be delisted. Usually, the exchanges deal with late filers in their own ways.
