No they are covered as soon as they make the buy. But for accounting purposes the T plus 2 rule applies and possibly margin tie up as well. Which by the way is cash Margin of $2.50 per share required to be held captive in account for each short share when price is below $4.01 even if the stock is trading below a dollar or below a penny.
I expect we will see the short interests to start covering starting tomorrow to take profits in 2018 and to free up capital to invest long in stocks where many stocks above valued above $4.01 trade with only 30% margin requirements in US Regulated brokers.
