That’s right that’s how I take it, however this has been an on going deal since Q1/2 this year.
The shares purchased by the B.B. This entire time I’m assuming is related to this 8K issued today.

It’s already done but panic interpretation of this on current share price would seem...not good.
However fabricated, now we need to know who blue citi is connected to.

Neil knew what he was doing, to forcefully allow an investor in the door without driving up share price all the drastically.
