According to the Verizon Exparte in the other post today, Verizon states that they are not over the spectrum cap. Anyway in that case it would seem logical that AT&T isn't over the cap either with their request for approval.

What is your opinion of the XO transfer being already 'Consented'?
And what to make of that as an indication?

I don't think there is going to be some formal meeting where Verizon, AT&T, FCC or anyone else sit down together at a table as a group.
