There are many ways to value a stock, and plenty of public information with which to do so, even with out financials.

The stock may be down on the time span you picked but its 4 year average during the law suit was .0060 and the ask and bid range prices are a great value based on that 4 year average as we all know from public records that IFUS fighting a very expensive lawsuit with out printing shares the last 4 years, and that problem is gone, over, settled. If IFUS was able to pay all those legal fees, and bills for 4 years with out printing shares, it must in damn good shape now. So the cheap shares here are a great value. Easy to see to understand.

The CEO must sooner or latter go back to reporting if he ever wants to sell his shares and retire. That clock is ticking!!!!

Oh, and IFUS is still 500% above its all time low in 2011/12. 7-8 years later it is still up 500%. I'd say its holding its value very well.
