We need some major translation here. You seem to understand this contradiction better then most. We hear finalization but then in the next line its "started the process". And theres the problem with time in that finalization, which should mean completion, was said to have been happening back in September. There is no reason for him not to give us a clear picture as to what his plan is and what is actually going on.
