PTOP de-registered from the SEC on April 6,2017 so the SEC would only get involved if the company is involved in fraud or other Securities violations, eg., selling shares on false and misleading press releases.
Otherwise the SEC doesn't get involved even if the company's business licence expired in their domiciled State. The SEC places WARNINGS on their website about the high risks of investing in formerly SEC Registered companies that deliberately choose to go dark by de-registering.
