yes and yes, but understand Matthews couldn't wait until share price rose higher. The proceeds from the dilution are needed now to keep the bills paid. Same with Spanos back in Nov 2015 when he made the deal. The dilution will continue at a pace needed to pay current bills until the 1 billion number is reached. The hope is something will manifest before that 1 billion number, but we all know what happens with hope in 1 hand and excrement in the other. Guess which one fills up first?
