If you read the HERA, SPSPA and GSE Jumpstart provisions, nothing prevents resolving FHFA conservatorship.

Even the provisions of GSE jumpstart are optional (there is word "may") and also it is only applicable to Tsy and not to FHFA.

Abolishing NWS and releasing of FnF, does not violate GSE jumpstart. Tsy can still own SPS worth nothing after canceling NWS. Warrants do not affect Abolishing NWS and releasing of FnF.
