GSE Jumpstart remains in effect until end of this year.

Therefore, he could not resolve it.

Frankly, he has to work with congress to resolve it with that in place until next year...

And so, he has chosen the path of least resistence.. to do nothing and wait until congress can no longer pass GSE Jumpstart 2.0, at which point moelis.
