With Rule 10b5-1, insiders schedule sales in advance.

If you think about when this Rule 10b5-1 was signed in August 2017, this particular insider did not have knowledge of the well having to wait to get to TD due to a need for better Well Control due to overwhelming gases and pressures due to Hydrocarbons. He probably assumed they would already be at TD and that the news about the oil they found would have been released by November 17; the day he sold these shares.
