I personally think it will be a buyout given the risks for permitting are reduced significantly due to EPA having 2 years to define clean waters of the US and allowing a permit within 6 months of application. Plus the plethora of opponent defections including a billionaire who has several fishing lodges in Bristol BAY. Also the salmon initiative is not getting good reviews from Bristol Bay mine opposition and the Governor says that the salmon initiative is unconstitutional.

The technical indicators are full on BULL mode and the GOLDEN RATIO is within grasp.
